A major independent rural and agricultural college engaged Masula Compliance to strengthen risk management at a board and executive level. Operating across a diverse range of environments, the school required a practical governance framework that provided clarity, consistency and confidence in how risk was identified, managed and reported.

Independent schools operate across a wide range of environments and activities. For large rural and agricultural colleges, this complexity is even greater and requires strong governance oversight to ensure risks are understood, managed and communicated effectively.

This school manages classrooms, boarding facilities, sporting activities, agricultural programs, maintenance operations and practical learning environments. Each area presents different risk exposures, making clear governance structures and reliable risk information essential for decision-makers.

The school identified a need for reliable, ongoing health, safety and wellbeing (HSW) support to strengthen governance and oversight. The board and executive team wanted improved visibility of organisational risk, stronger tools to support informed decision-making, and confidence that operational risks were being managed in line with governance expectations.

Building on an Established Foundation

Masula Compliance first began working with the school in mid-2024, supporting the development of an initial risk management framework and foundational governance documentation.

This early work was critical in establishing a shared understanding of the school’s operating environment, governance structure and risk profile. It provided the board and executive team with a clear starting point for oversight and accountability.

By the time the school engaged Masula for extended support from April to December 2025, there was strong alignment around priorities, expectations and governance objectives. As a result, the 2025 work program focused on strengthening and embedding governance-led risk management across the organisation.

Supporting Risk Management Through Governance Structures

Throughout the year, Masula provided ongoing consulting support to the school’s leadership team and HSW committee, with a clear focus on supporting board-level assurance.

Regular engagement ensured that risks were reviewed systematically, priorities were clearly defined and emerging issues were escalated appropriately. A key focus was ensuring that risk management tools supported governance reporting and executive decision-making, without becoming overly complex or administrative.

Given the breadth of the school’s operations, this meant ensuring that risk information from classrooms, boarding, maintenance, agriculture and practical learning environments could be captured consistently and reported in a way that supported board oversight.

Strengthening Enterprise Risk Registers and Controls

A central component of the work involved developing and refining the school’s enterprise risk register to provide clearer visibility of organisational risk at a governance level.

Working collaboratively, Masula helped identify where additional controls were required, particularly in higher-risk operational areas such as plant use, maintenance activities and practical learning environments. These controls were implemented to support board assurance that risks were being managed appropriately.

Throughout the project, a range of HSW documents were developed and finalised. All documentation was tailored to reflect how the school operates in practice, rather than relying on generic templates. As new issues emerged, Masula provided clear guidance on legislative requirements, regulations and applicable codes of practice, supporting consistent and informed decision-making.

The Result

By the end of the year, the school had a stronger and more practical governance framework for managing health, safety and wellbeing risk.

The work delivered:

  • Clearer visibility of organisational risk at board and executive level
  • Greater consistency in how risks are identified, assessed and reported
  • Improved confidence and capability within governance and HSW structures
  • Stronger alignment between operational controls and governance expectations
  • A solid foundation for ongoing risk oversight and continuous improvement

Most importantly, the school now has governance systems that provide confidence to the board and executive team and can continue to evolve as the organisation grows and changes.

Why This Matters

For schools with complex operating environments, effective risk management must support governance, oversight and informed decision-making, not just compliance activities.

This project demonstrates the value of a practical, consultative approach that strengthens board assurance, embeds accountability and builds long-term organisational resilience.
